HKEX mandates climate disclosure from 2025; large-cap issuers face mandatory disclosure across all pillars from 2026
Investors are demanding transparency — ESG performance increasingly shapes capital allocation decisions
Employees, customers and communities expect measurable commitment, not just statements
There is an urgency to not just comply, but to lead.
Many HKEX issuers still draft ESG reports in one language and translate the other. This AMMO Group insight treats that sequential habit as a control failure under expanding Part D and dual-audience scrutiny. The fix is parallel drafting on one evidence spine with two presentation layers — same data, disclosure map and narrative framework; equal press-release register in English and Chinese — so Mainland and Hong Kong readers cannot tell which language was the original.
Many HKEX issuers can report Scope 1, Scope 2 and increasingly Scope 3 emissions. Far fewer can show the board, with cost, impact and sequence attached, how those numbers come down. This AMMO Group insight treats a carbon inventory without a board-owned pathway as a governance gap under the enhanced CG Code from 1 July 2025 and Part D/HSCLI measurement-year scrutiny — not as unfinished climate ambition.
Several years of genuine improvement — lower emissions intensity, stronger supplier standards, formalised board climate oversight — can still leave an MSCI ESG rating essentially flat. This AMMO Group insight treats that pattern as a disclosure-structure gap under Model 5.0 (March 2026), not as proof of weak sustainability: separate disclosure fixes from operational performance gaps on one evidence spine, make quantitative trends findable against the Industry Materiality Map, and remember that a rating move is still not a Part D/HKEX ESG Code free pass — rating visibility is not listing-rule inventory integrity.
China’s Ministry of Ecology and Environment is consulting until 23 October 2026 on eleven draft CCER project methodologies. Days earlier, HKEX Core Climate completed first cross-boundary pilots in Green Electricity Certificates and Shenzhen Emission Allowances. A GEC supports renewable-electricity and Scope 2 market-based claims; a CCER is a voluntary reduction that may offset ETS compliance only under separate national rules. Boards should build one instrument-claim map, co-owned by finance and sustainability, before year-end Part D wording locks in.
The ISSB’s proposed Nature-related Disclosures Practice Statement is voluntary guidance that builds on IFRS S1 and draws on TNFD. HKEX Part D remains climate-focused and has not adopted a nature chapter. Waiting for a Part D nature mandate is the wrong clock: material nature risks already sit under S1-style materiality. Boards should build one nature-dependency register, co-owned by finance and sustainability, now.
